The BDA will principally deliver information at a detailed operational level suitable for the day-to-day needs of small and new businesses.

​

We will respond to government consultations and seek to influence government policy. We will also raise matters on our own initiative.

​

We will initiate seminars for members with HMRC to discuss policy and operational matters in our sector.

​

We provide advice on all relevant compliance matters and will advise on industry best practice and training.

​

Specific areas and topics covered by BDA membership

​

  • Spirits production (distillation)

  • Rectifying (re-distillation of spirits) and compounding (communicating flavour to spirits);

  • HMRC licenses, authorisations, approvals and registration (including ownership of goods in a third party warehouse under the Warehousekeepers and Owners of Warehoused Goods Regulations 1999 (“WOWGR”);

  • Accounts and records and duty payment;

  • Duty stamps;

  • Financial securities;

  • HMRC’s Due Diligence Condition and members’ policies to meet this Condition;

  • Duty-suspended and duty-paid supply chains;

  • Product integrity and compliance with classification rules, including the spirits verification schemes and (current) EU regulation 110/2008 concerning the definition, description, presentation and labelling of spirits drinks;

  • Distance selling;

  • The Alcohol Wholesalers Registration Scheme (AWRS)

  • Health and safety

  • Dispute resolution with HMRC, including prompt expert advice on:

    • the Alternative Dispute Resolution option;

    • formal reviews of decisions by HMRC and appeals to The Tax Tribunal, with licensed direct access to the Bar via the BDA co-ordinator, if required.

  • Innovation in production methods and drinks development;

  • Advice on training and arranging training programmes.
